Title 1 Parent Involvement Plan Policy

Logan Avenue ELEMENTARY SCHOOL 

SCHOOL YEAR 2026-2027

Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring: 

  • that parents play an integral role in assisting their child’s learning; 
  • that parents are encouraged to be actively involved in their child’s education at school; 
  • that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child. 

Logan Avenue Elementary School will take the following actions to involve parents in the joint development of its school parental involvement plan: 

  • Solicit opinions/interests of parents at Site Council meetings 
  • Involve parents in the school improvement process by giving annual updates of school and district performance. 
  • Involve parents in the writing of the plan 

Logan Avenue Elementary School will take the following actions to involve parents in the process of school review and improvement: 

  • Completion of the Parent Survey 
  • Participation in the writing of and/or review the School KESA Plan 

Logan Avenue Elementary School will hold an annual meeting to inform parents of the school’s participation in Title I programs and to explain the Title I requirements and the right of parents to be involved in Title I programs. The school will convene the meeting at a time convenient for parents and will offer a flexible number of additional parent involvement meetings, such as in the morning or evening, or at Parent-Teacher Conferences, so that as many parents as possible are able to attend and be informed. The school will invite all parents of Logan Avenue Elementary children to attend and will encourage their input and feedback in multiple ways, including but not limited to: 

  • Providing information in Spanish and English 
  • Providing childcare when necessary 
  • Providing time at Parent Teacher Conferences to provide all parents with additional information on the school’s involvement in Title I programs 
  • Asking for parental input through the use of an evaluation tool or through formal and/or informal conversations with school staff and administration 

Logan Avenue Elementary School will provide parents information about Title I programs that include a description and explanation of the school’s curriculum, the forms of academic assessment used to measure children’s progress, and the proficiency levels students are expected to meet by: 

  • Holding an annual Open House and classroom visitations before school begins in August 
  • Encouraging attendance at Site Council and school family engagement activities. 
  • Sharing information at various parent/extended family meetings and activities such as PBL Showcases, Reading Activity, Grandparents Celebration, parent teacher conferences as well as the annual site council Title 1 meeting 
  • Striving for 100% attendance at Parent/Teacher Conferences 
  • Sharing Kansas state assessment results 
  • Sharing local assessment results such as FastBridge, Literacy Assessments, and other academic information 
  • Communicating through classroom newsletters, school newsletters, progress reports, school webpage, school facebook page, and district web pages and communications. 

Logan Avenue Elementary School will, at the request of parents, provide opportunities for regular meetings for parents to formulate suggestions and to participate, as appropriate, in decisions about the education of their children. The school will respond to any such suggestions as soon as possible by: 

  • Creating action/intervention plans with parents 
  • Encouraging participation in Site Council meetings 
  • Providing frequent communication including telephone calls, written responses, and face to face meetings as necessary. 

Logan Avenue Elementary School will provide each parent an individual student report about the performance of their child on the state assessments and other local assessments in math and reading by: 

  • Distributing and discussing scores at individual parent conferences 
  • Sharing information about each child and the expected proficiency levels of the assessments 

Logan Avenue Elementary School will take the following actions to provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a teacher who is not highly qualified by distributing written notification to the parent(s) of each child in the class. 

Logan Avenue Elementary School also informs parents that they may request information regarding the professional qualifications of the student’s classroom teachers and classroom paraprofessionals. 

Logan Avenue Elementary School will provide assistance to parents of children served by the school, as appropriate, in understanding the following topics: 

  • the state’s academic content standards; 
  • the state’s academic achievement expectations; 
  • the state and local academic assessments including alternate assessments; how to monitor their child’s progress; and 
  • how to work with educators to improve the performance of their children

Logan Avenue Elementary School will provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, math training, and using technology, as appropriate, to foster parental involvement. 

  • Provide access to Kansas College and Career Ready standards. 
  • Provide information about how to access PowerSchool information about their children’s grades and attendance 

Logan Avenue Elementary School will, with the assistance of its parents, educate its teachers, pupil services personnel, principals, and other staff about the value of parent contributions, how to reach out to, communicate with, and work with parents as equal partners, coordinate and implement parent programs, and build ties between parents and schools by: 

  • providing resources to teachers to assist in working with parents; 
  • maintaining open and supportive lines of communication through phone calls, letters, e-mails, and meetings 

Logan Avenue Elementary School will ensure that information related to the school and parent programs, meetings, and other activities is sent to parents of participating children in an understandable and “parent friendly” format and to the extent practicable, in a language the parents can understand. 

Logan Avenue Elementary School will ensure effective involvement of parents and support a partnership among the school, parents, and the community to improve student achievement by: 

  • involving parents in the development of training for teachers, principals, and other educators to improve the effectiveness of that training; 
  • providing necessary literacy training for parents from Title I funds, if the school district has exhausted all other reasonably available sources of funding for that training; 
  • paying reasonable and necessary expenses associated with parental involvement activities, including transportation and child care costs, to enable parents to participate in school-related meetings and training sessions;
  • training parents to enhance the involvement of other parents; 
  • maximizing parental involvement and participation in their children’s education by arranging school meetings at a variety of times, conducting home visits between parents and teachers or other educators who work directly with participating children who are unable to attend conferences at school, 
  • providing full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children; 
  • designate times each year at various events and meetings for parents to provide advice on all matters related to parental involvement in Title I programs; 
  • developing appropriate roles for community-based organizations and businesses, in parental involvement activities; 
  • providing other reasonable support for parental involvement activities, as parent requests. 

Logan Avenue Elementary School utilizes the Into Reading core reading program published by Houghton Mifflin Harcourt. This series was adopted by the district starting with the 2023-24 school year. Students in Logan Avenue Elementary School receive a minimum of 90 minutes of literacy instruction each day. Into Reading is a comprehensive reading, writing, and learning program that: 

  • Develops confident readers by building a solid foundation through print and phonemic awareness activities and explicit, systematic phonics instruction. 
  • Builds fluency through instruction that focuses on accuracy, rate, and prosody. 
  • Increases vocabulary knowledge through exposure, instruction, and the opportunity to use new vocabulary in reading, writing, and discussion. 
  • Engages students in constructing meaning through the teaching and application of comprehension strategies and skills as well as discussions. 
  • Incorporates writing and language arts skills, including spelling vocabulary, and penmanship, through explicit instruction and meaningful practice applications.
  • Includes quality, thought-provoking fictional and nonfictional literature to create a classroom environment in which students explore, discuss and research ideas. 
  • Develops and understands the Inquiry process that provides students with the tools to become independent, self-directed learners. 

Logan Avenue Elementary School utilizes enVision math which combines elements of standards-based instruction with the best of traditional approaches. Through drawings, conceptual language, and real-world examples, it helps students make sense of mathematics. enVision: 

  • Supports the Kansas State Standards by covering select concepts for deeper mastery 
  • enVision is researched-based and proven to raise student achievement 
  • Offers new ways to teach and learn through exploration and discussion.

 

Logan Avenue Elementary School uses the Response to Intervention (RtI) to provide students with extra help. We know from research that approximately 20% of our students may need different types of instruction in order for them to be successful. Teachers typically refer to the different types of instruction as “interventions” –specific teaching strategies that target the explicit learning needs of your child. We are constantly studying a child’s achievement data to determine if interventions are needed. 

We have three levels of assistance for students. 

Tier I - The first level is provided by the classroom teacher as part of the core curriculum. In Tier I the classroom teacher will use different strategies and may use additional materials so that each child is successful. 

Tier II - If these methods do not help the student meet the standards, we move to the second level. At this stage, the student’s teacher will work with a team of other school personnel to develop a plan that supports the child’s needs. Interventions that are used with students are backed up by research and support our curriculum. These interventions will be used for at least eight to 10 weeks. 

Tier III - If a child still needs additional help, we move to the third level. At this level, the student’s schedule may be adjusted so we can provide more intensive support. Parents will be an important part of the team. When a child is recommended for Tier III, it is important for parents to help us make decisions regarding the educational services and supports that should be used. We will inform you of team meetings and keep you informed about your child’s progress. 

Most children are successful in obtaining the necessary knowledge within Tier I, Tier II and Tier III, but in some cases a student may need additional support. At this point, we will look beyond what can be provided in general education. Of course, parents will continue to be an important member of the education team that makes those decisions. 

Academic Standards for Student Success 

In Kansas, the College and Career Ready Standards are a critical part of our state’s plan to support teachers as they prepare all students for success in college and career. These consistent education standards provide a clear set of shared goals and expectations for the knowledge and skills in English language arts and mathematics that will help our students succeed.

Moving far beyond simply memorizing facts and figures, the standards challenge our students to develop a deeper understanding of subject matter, learn how to think critically, and apply what they are learning to the real world.
